As of 2025, Canada has introduced significant changes to its immigration policies. The government has announced a strategic reduction in permanent resident admissions to 395,000 in 2025, followed by further decreases in 2026 and 2027.
⚠️ POLICY UPDATE: Reduced Targets. The focus has shifted to “in-Canada” candidates. Transport occupations have been REMOVED from Express Entry category-based draws for 2025.

Healthcare Workers
Addressing critical shortages. Physicians, nurses, and allied health professionals remain a top priority for category-based selection.
Skilled Trades
Focusing on infrastructure development. Carpenters, plumbers, and electricians are highly sought after to support housing goals.
Educators & French
New for 2025: Qualified teachers are now prioritized alongside Francophone candidates to support community growth.
Other Immigration Pathways
- Provincial Nominee Programs (PNP): Provinces continue to nominate based on regional labor needs, though overall allocations may be tighter.
- Business Immigration: Pathways for entrepreneurs and investors (Start-Up Visa) remain active for those creating economic value.
- Family Sponsorship: Spouses, children, and parents can still be sponsored. Policy adjustments have not significantly altered this core pillar.
