2026 Guide: Retirees, Investors & Family Unity
Moving to Mexico is a dream for many, but the rules have changed significantly for 2026. Everyone who intends to settle in Mexico indefinitely—without the need for annual renewals—must obtain a Mexican Permanent Resident Card. It is the “Gold Standard” for retirees and investors, granting rights nearly identical to citizenship.
⚠️ 2026 UPDATE: Fees Have Doubled
Effective January 1, 2026, the Mexican government significantly increased immigration fees.
- Consular Visa Fee: Approx. $56 USD (Paid at Consulate).
- Permanent Resident Card Fee: $13,579 MXN (Approx. $730 USD) (Paid to INM upon arrival).
- *Employers and families must budget for these higher costs immediately.
1. Financial Solvency (Retirees)
To retire in Mexico, you must prove you are financially self-sufficient. For 2026, due to minimum wage increases, the thresholds are higher. You must meet ONE of the following:

2. Family Unity Rules
Parents & Children
If you are the parent of a Mexican child (even a newborn), or the child of a Permanent Resident, you qualify for Immediate Permanent Residency. You can often skip the consulate and apply directly at the INM in Mexico (“Regularization”).
⚠️ The Spousal Trap
Being married to a Mexican citizen does NOT grant immediate Permanent Residency. Spouses are initially granted Temporary Residency for 2 years. Only after 2 years can you convert to Permanent status.
The Application Process
- Step 1: Consular Interview
Apply at a Mexican Consulate outside Mexico. If approved, you receive a visa sticker in your passport valid for 1 entry (6 months). - Step 2: Enter Mexico & FMM
When entering, ensure the officer marks your FMM digital record as “Canje” (Exchange), NOT as a tourist. - Step 3: The 30-Day Rule (Canje)
Once in Mexico, you have strictly 30 days to visit the INM office to exchange your sticker for the plastic Resident Card. If you miss this window, you must restart the process.

Unlike Temporary Residents, Permanent Residents can work for any employer without a separate work permit.
✅ No Renewals
The card is indefinite. You never need to pay renewal fees again, saving thousands of dollars over time.
✅ Citizenship Path
Eligible for Mexican Citizenship after 5 years (or 2 years if from Latin America/Spain).
